Execs see numbers and money as the only things that matter, and the concept of "Spend money/time to make more money" is completely alien to them. Think about the most obstinate DPS calc autist you've ever met, the kind of faggot that screeches into the mic at people using Thunderlord for DPS on raid night and not having Aegis' charts on a second monitor the entire raid. That's the kind of faggotry you're dealing with at the executive level, but with immediate Money Over Time instead of DPS.
Reasonable devs on staff that vocalize their opinions are either laid off, fired for "not conforming to culture", saddled with impossible tasks to scare/push them out, or just ignored until a reason to get rid of them presents itself.
Senior staff know the score and are either in on the scheme or know that they'll be in trouble if they break formation. Bungie almost definitely has skeletons in the closet.
As a result, the idiot bean counters that wouldn't know hearts from go fish, let alone anything about actual game design or development, run everything, and what little sparks of actual dev work we get are either the most minor of concessions from upper management after even they realize the fuck-up, or shit that somebody snuck in under the exec's noses. This is why Bungie has a history of "winning back" the playerbase, and why they have a reputation of "cooking when the chips are down". It's because even the dumbasses in charge know the game can't continue if the studio dies of apathy.
And so, the cycle continues, but each time, fewer people come back. Until not enough remain to keep the company afloat.
