Would it be illegal to have some sort of spraying device installed that emits incredibly stinky fumes so the tailgater fucks off voluntarily? I assume if it actually sprayed liquid that sticks to the tailgater cat it would be "damage of property" but what if it's just in the air and as long as he's behind you?

There would still be enough seeping through in a normal car especially if your stink is incredibly potent.
