I disagree. I think deepstrikes should scatter like in 1.0 indeed, to keep it random.
But SINCE it's random, and this fair, I say they should be able to charge. Especially now that they can be Intercepted and Overwatched against.
I would have every unit roll for it like regular reserves do, though.
