Than Wilson, LBJ or indeed Biden. FDR had some positive achievements and qualities even for people on the modern right.
Qualities
Very very against mass immigration or any 3rd world immigration. FDR enforced immigration laws as ruthlessly as Trump wished he was allowed to enforce immigration laws and the immigration laws were prettymuch what Anne Coulter would want them to be.
Against women working except at the height of WWII. During the depression jobs were for men women should get married and stay home. The government would especially punish companies that hired women they knew were married.
His administrative state was literally an IQ caste system and under FDR promotion in every major institution in American life came to be gatekept by IQ tests but NOT academic credentials.
