This is not what is happening in Silent Hill 2. If this is what the other games have done (I haven't played them and they're trash so I don't care) then they misunderstood everything.
Silent Hill, much like the demon god that was summoned within it, thrives off of suffering, specifically ailments of the mind as it specializes in turning mind to matter. "The Town's call" is something that is only vaguely referred to and can be understood simply as the town being fucking evil and wanting to kill people or fuck people's heads to cause more suffering.
The town is magnetic to fucked up people with fucked up lives, but it's not like they just go there on a whim. James goes to Silent Hill to kill himself, Angela goes to Silent Hill to finish off her remaining family and die, Laura goes to Silent Hill looking for Mary and Eddie goes to Silent Hill because he's on the run. All the characters have some connection to the town or reason to be there beyond this vague "call" of the town (and Laura shouldn't even be "called" lol). And out of them all, only James and Laura find resolution... in one ending. James dies or condemns himself to further suffering in every other ending and Laura's situation is unknown outside of Leave.
The town isn't trying to teach any lessons, it's trying to drown James in his guilt at every turn. It's through his own will that he finds absolution. By accepting his sin, the town loses its grasp on him and he leaves. The town wins every other time.
This is all very in line with the rest of the series. It's an evil demon town that wants to kill people. 2 isn't different, people are just fucking stupid.
