Characters with unique weapons will generally not use the signature most of the time. That includes roccia who doesn't even wears it, ciaccona that only pulls on the aim shot, zani, lupa (she uses a spear in 90% of the attacks and only pulls the broadsword when doing a plunge). I think it's the best option, limiting gameplay to a few weapons would be bad, having so many weapon types that you can't share weapons would be bad as well, and trying to force the weapon everywhere like genshin (making so if you don't own the signature it becomes super ugly like arleccino scythe and skirk sword) is also bad.
