I thought that before too but the diner scene in chapter 4 where Kris is just smiling lovingly at Susie while she happily eats is difficult for me to interpret as anything but purposefully romantic. Maybe Toby does interpret even that as just a thing that friends do but that just makes me think that Toby loves his friends far more than he does anyone he'd want to have sex with.
