California is full of rich people that are completely incompetent but have more than enough money to spend their way out of any situation. This causes them to vote for really really retarded shot that makes everybody else's life in the state a living hell, but because the people that voted for these policies have boatload of cash they can just spend their way out of it personally and watch everybody else drown in their stupid decisions.
