She won't make them hostile to each other. but she will have Shadow act like an absolute retard. then have Silver swipe his emerald using powers and talk him down and be the voice of reason.
She would reverse their dynamic. Where usually it's Silver who is pushy and reckless and it's Shadow who tells him to calm down.

Or most things. See the "Team Tango" and "Shadow fall" arcs in Archie to get what I mean. Rouge would be his tard wrangler for most of the time until he feels like he has to act on his own will. Then have him do something reckless then have Rouge yell at him as if he was a baby, then he would be "sowwy mommy rooj. won't do it again"
They will still have him job to Sonic and Knuckles.

I don't want Shadow to appear in idw. I quit reading that crap anyways.
