You could argue a value since there's a value to it for sure but a necessity? No. When you phrase it like that it comes across as what it - and you - are - someone shilling for Israel who wants to convince the US and West to do dirty work for them just as with Saddam and how it'd benefit everyone - except whoops that benefitted nobody because of no plan for the day after.
