But that is not a problem at all. GW2 plot is not that good, but playing Personal Story with the race you want is a good thing.
But if Anet is too lazy to pay extra for voice actors to redo the game plot but different voice (or use AI-voice generator), then might as well try to do as Wow did with Death Knight: Starting at higher/max level and directly join current expansion, with negatives would be no earlier game reward.

This might but possibly will not happen knowing ANet, so only chance of Tengu or any new race will be GW3.
