Toho's official stance is that Godzilla must not be depicted preying on people. Toho claims that in Minus One Godzilla tossed those people around/in his mouth but he did not swallow. In this officially licensed Godzilla: Monsters and Protectors, we can see Godzilla swallowing some Army dudes. I would think Toho's lawyers signed off on this so maybe their stance is changing.
