The speculation mostly hinges on 2 things
CA saying they would "love to do it" in some article way back.
The fact that Hyenas fucked them HARD, leading to over 200 getting laid off (pic). Thus they need profit, and 40k would absolutely be profitable, unless it is a complete Rome 2 launch disaster.

However, it is interesting to note that on the rare occasions they've talked about these future games, they've used the word fantasy and history.
Now, I could be reading too much into this, and its possible "fantasy" is just a term for "not history".
And it could ALSO be that they're talking DLC, not full games, when referring to fantasy in these posts.
But they use words like games and titles, which seem to suggest full games.
