For this specific look (at least in Clip Studio) I use a default pen, specifically the round mixing brush, and I'll apply the border effect BEFORE I've drawn anything. Essentially this does this cool thing where when you lightly press the brush down or do the first strokes it starts as the color you set for the border effect(black in this case) and then you just press in/do a few more strokes over areas you want to lighten up. Keep in mind I think I have a version of Clip Studio all the way back from years ago so things are probably gonna look different now.
