The statement that the game is radically different so its natural that some people would dislike it was a secondary statement, I'm not saying its THE reason for vanilla v being unfinished.
The reasons for V seeming blatantly unfinished to people such as myself are
>In chaos route you're randomly given hayataro at level 40 when you're like level 80??? hayataro in general is just sort of a big obvious leftover of a previous stage of story development just sorta straggling into the current version of the game extremely conspicuously
>level jump between 3rd area and 4th area that had both western and japanese fans speculating about a cut da'at area in-between them since the start, way before VV was even announced
>copy pasted the four devas quest from nocturne but it randomly just ends with no real conclusion
>the temple of eternity evokes lost izalith with the "beta draft" vibes and the way the demons are sorta just copy pasted in lines throughout (honestly, INSANELY surprised VV did not overhaul this dungeon, I would have bet money they would have with how shit the original draft was)
>the general sloppiness of several plotpoints like khonsus questline and its lack of connection to yuzuru despite the obvious connection that should be there (not helped by the fact in vanilla hes quite possibly the most lacking alignment rep in the series, a veritable plank of wood with glasses), the lack of elaboration on tao, the random amanozako possession near the end that goes unexplained etc
The devs can yap all they want that it was a totally finished game, but I played the game at launch and have never felt more like I was punked and paid for a beta release from atlus, and I'm not close to alone in thinking this in the slightest. Like its frankly fucking insane that what ended up being revealed to be a core facet of the structure of the V world was previously limited to a few lines of dialogue in a single quest chain in vanilla .
