You are supposed to go through the playground in a sort of a ? shaped path and into a courthouse building.
Be sure to open the shortcut door in the street front of the courthouse, so you don't need to circle around the park again.
Same with arcade back door when you get there and couple of fire exit ladders from top of the roofs that I didn't draw here.
