this might be retarded question,
but can you go to the lower city right after entering act 3?
im more of a "go through every nook and cranny" before moving to a new area, but ive always hated how high-low gears are in the end of the map, and then when you have already have the god tier gears theres literally nothing else to do in the map.

ps. by "safe" i mean, im not accidentally activating quests or missing any.
im trying to go straight to buy stuffs from daemon or the vendors in the map that are in the open and inside the buildings and shit
