The Republic was incredibly inefficient, but it was not corrupt by design. There were good people in there trying to do good things but Palpatine had consolidated so much power into the Supreme Chancellor position that they couldn't do much. By the time of the Empire, we can see it's even more inefficient but more openly corrupt. In Andor you can see Mon Mothma talking to a mostly empty chamber, the lights go out and hardly any senators are there.
