The "coopted and neutralized" part is largely non-sensical, because they remained one of the central factions within the regime, between which Mussolini (whose own views were heavily pessimistic and influenced by the belief in a need of generational ideological reeducation prior to institutional reform) mediated, and were involved in drafts of economic laws, training of new Fascist bureaucracy and development of ideology.
