There's only ever been 12 of them, 2 are dead and 1 has turned traitor, their equipment is irreplaceable, and they can't make any more of them. Given that they are also the only ones who can actually walk in and out of hell itself, they are for very, very important operations only. The lore primer (Page 18) mentions them being used to kill hell's nobles, destroy virus labs of the black grail, or interrogating literal demons for information. Highest level shit that no one else is capable of doing, let alone surviving.
