The Primaris literally haven't been a model or narrative issue for like four years at this point. GW even made it a point of having the gene-seed defects bleed back into the Primaris marines when Cawl and co. thought he could fix them. This is why Sa'kan in the Pariah Nexus series has the charcoal skin defect of the Salamanders despite being a Primaris. As for models, if you don't have a Primaris army by now, you simply don't play marines in the TT anymore and haven't for a while.
As for the customization, it's getting reworked in either U10 next month, or U11. We already know the Champion skins are getting cut apart and turned into multiple pieces for custom armor designs.
