It's less "alive or dead as a separate entity from humanity" and more "what is it reflecting back at humanity". I hold to the opinion that the internet is effectively the nooshpere made manifest, and the reason it seems "dead" is because it's being picked up by the laggards along with being adjusted heavily by TPTB via corporations
