Conviction ≠ jail sentence
As explained here >>509197542
TVL has the power to issue fixed penalty notices (not a court fine) or prosecute (send to court for a case to be determined by magistrate).
Maximum sentence if prosecuted at court is a fine up to £1000. This is a court imposed fine and so has to be paid, even if you become insolvent. None-payment can result in custodial sentences.
Meaning if you get convicted for not paying your TV loicence then you can not get sent to prison. If you don't pay your court fines however you can get sent to prison for that but it would be a seperate offence.
