There are some good ones in South America but they're ultimately being fucked over by the brown government that taxes them to death to pay for all the nons, and on top of that economically mismanages everything even with all the huge natural resource they have to point of getting massive inflation
And they stay in their little enclaves because its literally worse than being in a warzone to be in cities of South America
