That's the level of the highest-level piece of gear in the set. I assume you mean Chromite and Ebonhold.

These were the best-looking sets for cloth/leather/mail/plate... I color-coded them by expected class. Although I did this separately, and only put them together last night.

Mail had a lot of good-looking sets.
