My guess was the Rain God's fruit and the Rain God could control the weather, ideal for a pirate to control the sea. Which was actually Kaido's fruit once awakened, it'd be Shenlong god of Rain. But Kaido never awakened it so it allowed itself to be cloned and chose Momo instead. Hence why the Dragon statue shows up at the top of Fishman Island and is a deity statue that used to be worshipped in Wano but Ace broke the statue while fighting Yamato.
But if anyone had the Davy Jones Locker fruit I'd reckon it'd be Man Marked by Flames, given he can drag ships to the bottom of the ocean and is holding a poneglyph solo.
