That is accurate but it still seems like a lame reason, at least to me. You could run with that and say that every Tzeentchian Daemon world has a Nurgle garden, a Khorne arena and a Slaanesh bordello just so the great game continues, it just doesn't appeal to me though I get what you are saying. I get it is all apples and oranges but I much prefer to imagine my ship being an auxiliary to a Thousand Son fleet rather then just a 'serve all' undivided rusted hull that shakes along with random cultists.
