It doesn't. The pacing is just really bad, and they have to basically reset the story and get your interest again because they killed the interesting characters so early. The Titan boss fight up through the Bahamut boss fight is solid. The endgame is where things really start to drop off. A recurring problem with the game is blowing their load too early and killing characters once you get interested in them. Benedikta, Kupka, and Barnabas were all built up and jobbed out like villains of the week.
