Yup that's what I understand. I just find it weird because long range devastation with giant guns is basically the conductor of an opera in a battlefield. So they need some strong strategic acumen to know what to shoot and when.
Also trusting the new guy with a gun that can wipe out your squad due to bad aim or misfire is funny.
Same goes with scouts, I guess. Scouting is a vital, difficult, and strategically intense role. In most armies scouts are either veterans or locals with knowledge of the land. Trusting neophytes with this role is a bit weird.

I know, I know, power armor mini games etc, but we have an example of a neophyte scout fucking up majorly in a Crimson Fists story. A scout that was too glory hungry thought he can 1 shot an ork warboss with his sniper. He didnt. And he and his squad got killed and their precious intel got lost.
For some reason, in their contrarian retardation, the Space Wolves got it right when it comes to trusting deadly heavy weapons and intel gathering to their veterans.
