24 is the realistic number.
S4 will have 1 Duelist + 1 Vanguard/Strategist and S5 will have another set of 1 Duelist + 1 Vanguard/Strategist.

A better spread would be Strategist + Vanguard and then Vanguard + Duelist for the end of the year.
