With SDR, it's assumed that the brightest signal you can send to the monitor (#FFFFFF) is going to be a "comfortable white". Bright highlights can never exceed this white level.
In HDR, you still have your "comfortable white", but it's defined MUCH lower in the code values, so there's plenty of room for bright highlights to outshine UI elements.

This is either a crappy OS implementation or a crappy hardware implementation. SDR content when HDR is enabled should look no different whatsoever than if HDR was disabled. I'm on Bazzite and the only way I can tell that HDR is even on is if I try to display some HDR content because of how perfect the SDR compositing is.
Windows, on the other hand, has a shit nonsensical piecewise gamma curve that ruins and heavily lifts the image in the shadow regions.
