I think most ideas are good, outside of most Unreal/Unity games either using Steams or Epic's frameworks. So if anything happens to them, it means a majority of multiplayer games on Steam are put in a bad situation. This initiative wants to remove the ability to take games from sale, no matter how old they are. Before if a game can no longer function, nobody else can buy it anymore. If this passes through like it is, it means a developer can get truly fucked over if years later, a service they use gets fucked. They can't take it down, so they are left with trying to rewrite the codebase for a new system, this usually means hosting those services yourself which leads to more overtime payments. Unity has things publicly for this, but Unreal has the cheapest one being 1 thousand dollars. Having ways to host servers yourselves and have people join from the internet isn't what most major frameworks are made around without Steam/Epic. Most purchasable packs for modern engines don't support dedicated servers anyways. Who's to say this is profitable?

What's being asked for is a foolproof plan for games where it's illogical to do so. It's going to lead to a few developers making dedicated server support, and overcharging devs for access to backend to add to their games. It's going to kill multiplayer games and multiplayer modes as a whole as a viable option for Indies outside people using Source's matchmaking system in Source. And depending on the requirements, it could fuck over already existing games if they want to sell in the EU. I personally expect many games to stop selling in the EU instead of dealing with this, and it's mostly going to be indies that won't be able to afford the changes.
