That's just a problem with healers in general. I ended up playing DPS in shadowbringers and endwalker cause they kept neutering healer kits so much. Not to mention resource management was streamlined across the board for every job after they removed the TP bar and put bard and machinist in a weird spot for awhile since that was half of what it did.
