Tank controls are when the directional buttons that manipulate the character (vehicle, etc) are strictly independent of the camera orientation. Left rotates the unit counterclockwise, right rotates it clockwise. Up moves it forward relative to its current rotation, down typically moves it backwards if applicable. These directions are completely relative to the unit itself, regardless of which way it is facing onscreen. A tank rotates by running one tread forward, and the other tread backward. This causes it to rotate in place. When the stick(s) are held in one direction, this causes it to continue to rotate. Games that are said to have tank controls are said so because they are designed to mimic these physical mechanics.

Megaman Legends does not have tank controls. Holding left on the directional pad causes Megaman/Rock to run to the left, relative to the camera/screen orientation. Holding right causes him to run right. Holding up causes him to run forward relative to the camera, not relative to the direction his body is facing. Holding down causes him to run "towards" the viewer. Again, not backwards relative to his body rotation. Therefore Megaman Legends does not have tank controls. Very few games where you control a humanoid do. Megaman Legends does provide left/right rotation buttons, but these rotate the camera itself, and, when not running, Megaman aligns his body to match, and all relevant movement buttons continue to match the camera orientation, not his body. In no way, shape, or form, are these tank controls.
