My idea was that the nine will have their own corner of Kepler a bit like the wizard of oz running things from their spire.
The Raid intro teaser shows the ribbon roads going downwards so I think we will start off in the aether then slowly descend to the ground.
There will be a breach into unknown space which brings them and us together maybe even caused by the Vex.
