Yes although it was bigger than just the soldiers. Some like the Bersaglieri were good units with high morale but their equipment and logistics were terrible.

If you are facing Matilda IIs (my beloved) or M3 Grants in adorable tankettes and your infantry is barely mechanized it doesn't matter if you are the biggest badass to ever eat spaghetti.
