Not as a first playthrough, no. If you want to on subsequent playthroughs, sure. You'll just burn yourself out because these are very long games if you want to complete them fully, well over 100 hours each.

HM happens at the exact same time as CS. It's a side story. You literally see Takumi run by and clear out the one Demons hacker with the Growlmon in the first few chapters, Nokia's progression as a character is focused on quite a bit in HM with Keisuke being the main reason why she is who she is in CS, Yuuko's progression as a character is because of the HM crew, and Arata is direct friends with several characters from HM and the story revolves around that quite a bit.
