A lot of WS's stuff seems low key at first but they don't really have any duds
+2" movement for all non-vehicles during your turn is just fantastic. It affects set up moves since those are determined by M+I, so it double dips in utility.
Cyberhawks for +10 points makes any HQ at all a pathfinder with moves through cover.
Chogorian warband as an auxiliary detachment and not an apex means getting as many bikes/jetbikes in your army as you want is a breeze.
Being able to make any infantry or cavalry unit Expendable (2) is a hell of a prime slot, to the point of it being a good default choice if you have no other idea of what to do with it.
Khan seems fine, even if he's just on foot. Giving Fast (2) to all infantry and himself on turn 1 means he's naruto running at M12. The odd decision to let him spam land raider explorators is interesting, if kind of out of left field.
Qin Xa has a guaranteed reserves roll that isn't limited to turn 1, solid
Hibou is kind of a meme but his 4+ "He just doesn't die" gambit isn't once per game which could end up being hilarious
Stormseers are good, can add your initiative to your movement which means between Jaghatai + WS bonus + Stormseers you can have >20" of normal movement before charging at all
Ebon keshig have more of a reason to exist now, they got bumped to T5 and are AP2 on the charge while retaining FNP(6+) and Expendable (2) but are only 35 points a pop now
Golden Keshig are still great against vehicles/monsters but got a glow up vs everyone else now that they're 3A base and come with power swords/axes for free
Scatterbolt launchers gaining assault is insane, 6 fucking templates on your own charge after moving 18" with zero other buffs involved
Their special reaction only targets one unit now, but getting 14"/16" of free movement on your bikes during your opponents movement phase will never be useless
Downsides:
The WS gambit is just flipping a coin for a minor buff, whatever
