I think they'll develop it a bit but nothing close to a normal relationship and that's okay. Panty (and Stocking to an extent) is a slut, she clearly grew an attachement for Brief in the first season but even if they share more emotional moments and stuff, they could never have a proper classic relationship as Panty's literal life philosophy revolves around sex with anyone. I could see their story eventually reaching a point where Panty considers Brief her actual "lover" even if she keeps sleeping around but I don't think that's something that we'll ever get to see.
The show's main thing (and why the dub was garbage) is that its a completely retarded action comedy porn show that still manages to have these moments where the emotions and metaphors come through. Trying to make Panty and Brief too sweet and romancy would end up clashing with that.
