blizzard made this EXACT mistake because they dont understand that ults are not incidental
good players dont just play the game then press the funny q button whenever the game says they can, they play the game exclusively around ults and when ults cant be used fights cant realistically be forced in a game with the retarded amount of healing that ow and now this have
therefore altering ult charge rate does NOTHING but make the game slower and heavily reward/incentivize using characters who can spam chokepoints because lmao infinite ammo

you dont want fewer teamfights, you want lower impact abilities
the problem is ults are just insanely overtuned to try to reward shitters for doing nothing
when an abilitys description reads
>do nothing of note
>receive a trillion free hp/invincibility/noclip
>deal infinite damage in large aoe
this is an enormous design problem that cannot be solved by making it happen slower
so you introduce hard counters
and then those hard counters counter everything else at the same time and you find yourself in this hole youve dug

magneto is the blueprint of what ults should look like: broad multi-faceted utility with the ability to deal a lot of damage only in a specific area and under certain conditions (basically purely as a means to counter other degenerate shit)
it sucks up other ults, blocks healing, makes you stunproof, lets you fly, and then theres a skillshot you can land at the end
AND theres a clear and obvious limit to it where it just fizzles if you try to do too much with it
