We don't know how long the world has been in its current state. There is also something up with Wonder because he is seemingly having visions of other timelines. Wonder even monologues after having a vision of what would have happened if they hadn't stopped Kiuchi and states he felt like he had seen it many times.

The question is how many times has Wonder fucked up. It would also be a way to explain the Phantom Idols as well. Wonder worked with different people who became thieves in different timelines and Merope can pull them out from Wonder's conscious.

My guess is on timelines which would also explain Wonder's visions. Merope is pulling Idols from Wonder's conscious so there is probably multiple timelines where Wonder works with different groups of Phantom Thieves. This line at the end of Mission 1 seems kind of important since the implication is that Wonder has seen the failure state for Kikuchi, where he kills a mother and her child, multiple times.
