There's no Kendo or Swim Clubs anymore, so the Chariot SL always happens in the Track Club.

Alternatively you can go balls deep on Ann. You might get Mona or Ryuji from the permanent banner. I think they were there.

For "meta" 5 stars, you're fine. The best 4 stars are nuke shota, ice guy (you get one in the story tho), and wind guy if that matters to you.
