It happens to M19/Duster, Ostwind II and Coelian because the guns don't have the exact same rate of fire. That's Gaijin's hack to implement ripple fire. It's far less of a problem on the Ostwind II/Coelian as the base fire rate of the 37 is more than twice as high than the one of the 40 mm.
