Uhh, yeah. Because Eve either kills him or joins with him, and both are options that Raven will never forgive. There is no way that she'll ever work with Eve, they'd have to rewrite and retcon her background and character. This isn't a set up like Reiko from Onechanbara where she's a crazed jealous woman who is misdirecting her anger at the protagonists and they can resolve the dispute after tensions are lowered, Raven hates Eve directly because of specifically what the endings of the game entail and Eve doing those actions isn't going to magically make them have the reverse effect.

She's technically alive, but completely unable to move. The game makes it a point to say that what Eve did was way worse than killing her, she's forever trapped in "a body that is neither dead nor alive" as they put it.
