It goes back to some mix-ups with publicity info during the original Ultraman's TV run, where some magazines got their wires crossed with the (very brief) episode synopsis. The synopsis said that the Zetton kaiju was being controlled by aliens (without clarifying that those controllers were the Zetton Aliens/Seijin), and also that there was another alien called Zoffy in the episode. So some magazines assumed that 'Alien Zoffy' was the one controlling the kaiju, and ran with that just so they could get it all written up and out to print in time. That then got compounded by one those magazine articles getting reprinted in the first official Kaiju Ultra Zukan a couple of years later. That's what Shin's Zoffy is riffing on
