The stats Nintendo released back in 2017 showed people use it as both, always ignored by salty Sony fanboys because they can't accept the Switch is a console and they beat Sony at their own turf. But go on ignore all facts as usual, just like they pretend Switch 1 and Switch 2 were "cheap" so they can somehow try to get a win that way. The consoles are a little bit cheaper to the competition but never by that much.
