So it stands to reason, for me at least, If Goku was raised as a normal Saiyan on Planet Bejita without it blowing up he would cap at 4000 PL with extensive (for Saiyans) training. 2000-2500 is a more likely range (since he would lack the potential unlock, training boosts, discipline, and zenkais Goku got), He would surpass Raditz and remain under Nappa.
People here seem to think Goku being a super hard worker is baked into his DNA. I dunno. It makes for a better what if story if Kakkarot is still a little special I guess. But I think the author's intent was for Goku to have learned his motivation for improvement due to Gohan and Muten Roshi. If Roshi hadn't told Kakkarot about there always being someone stronger would Kakkarot train as hard as Goku?
