TERA is categorically an action MMO. It's arguably one of the /most/ skill-demanding action MMO titles from a mechanical standpoint, as very few attacks have any sort of lock-on with enemies or allies altogether, and must be manually aimed to successfully hit anything. To claim otherwise would just be silly.
The proof of TERA being an action game masquerading as a themepark-style MMO is self-evident to anyone who's actually played it, so there's no need to continue this supposed argument any further.
