Just one per expansion when you were starting off, but once you were playing for a full rotation (~1 year), and doing dailies, you could build anything you wanted.
They also had temporary gems to craft a copy of each legendary (literally permanently but you can only animate real copies), which made decks considerably cheaper. You got gems just from playing matches.
