Osamu didn't seem to know that Jin got him into Border, and we know the people who were accepted at the tests were informed then and there and were getting their paperwork while Osamu was asking the interviewer why he was rejected.
So the question remains how Osamu was informed he'd been accepted to Border after all, and what parts of the normal joining process he missed out on. Like, did he miss out on a provisional enlistment and the training it would include because he got admitted to Border partly outside of the normal joining process?
